Janus Conservation Ltd is a specialist historic building surveying and heritage planning consultancy, with offices in Thame, Oxfordshire, Bloomsbury, London and Epping, Essex.

We deal exclusively with the historic environment, working with both commercial and private/residential clients along with major landowners such as the National Trust and Royal Household. We are both RICS Regulated and an IHBC recognised Historic Environment Service Provider.

Rupert is an accomplished historic building surveyor, construction manager and heritage consultant, and one of only a handful of practitioners in the UK to hold full conservation accreditations with the Royal Institution of Chartered Surveyors (RICS), the Chartered Institute of Building (CIOB) and the Institute of Historic Building Conservation (IHBC). In addition, he is now seeking to become a full member of the Institute of Conservation (ICON) – illustrating his passion for the historic environment.

Having previously worked for a number of very well-respected companies, Rupert quickly established himself as one of the most versatile, qualified and capable conservation practitioners in the country, before founding Janus Conservation in January 2020.

He currently acts as a quinquennial inspector to numerous historic churches, including being named surveyor of the fabric to Nicholas Hawksmoor’s iconic grade I listed Christ Church, Spitalfields in 2022.

Rupert is now particularly interested in ‘retrofit’, making responsible and technically compatible improvements to the energy efficiency of historic buildings, and is a qualified Retrofit Designer for Pathway C (High-Risk Schemes) under PAS 2035.

Rebekah Asbury

Practice Manager

Rebekah is the Practice Manager at Janus Conservation, responsible for the smooth running of day-to-day operations across the business. She supports the directors and surveying team through organised, proactive management of administration, scheduling, client communication, and internal systems. Her role also includes PA support to the Director and coordination of the practice’s marketing activities, from the website and newsletters to social media and branding.

Rebekah brings more than 20 years of experience across management, sales, and executive support roles, including senior positions within luxury retail, design-led businesses and international brands. She is known for her attention to detail, commercial awareness, and ability to keep complex workloads moving efficiently. Her strengths lie in building positive relationships, improving internal processes, and delivering consistent, high-quality support to teams and clients.

Outside work, Rebekah enjoys fashion, interior design, cooking, art exhibitions, travel, and time with her family.

Elsa Sibley

Elsa Sibley

Conservation Surveyor

Elsa is a Conservation Surveyor at Janus Conservation, working across building surveying, heritage consultancy, and the delivery of conservation-led repair projects. Her multidisciplinary role includes condition surveys, significance assessments, heritage statements, and the design and management of sensitive interventions to historic and traditionally constructed buildings.

She holds a BSc (Hons) in Building Surveying and is an Associate member of both the Royal Institution of Chartered Surveyors (AssocRICS) and the Institute of Historic Building Conservation (AssocIHBC). Building on her surveying background, Elsa has developed strong capability in project delivery, including contract administration, cost management, and technical specification writing for listed building works.

Elsa’s work spans the full project lifecycle, from early-stage research and assessment through to on-site management and quality control. She brings a practical, technically confident approach to building pathology, supported by a clear understanding of legislation, planning policy, and best practice in traditional building repair.

She is currently working towards Chartered status with the CIOB (MCIOB) and RICS Conservation Accreditation. As part of Janus Conservation’s Emerging Leaders Initiative, Elsa is developing her professional and business leadership skills alongside her expanding technical portfolio.

Millie Totman

Millie Totman

Conservation Surveyor

Millie is a Conservation Surveyor at Janus Conservation, working across heritage consultancy, building surveying, and conservation-led conservation projects. Her multidisciplinary role encompasses the assessment of significance, heritage statements, condition surveys, and the delivery of sensitive repair schemes, including contract administration and quantity surveying on traditional and historic buildings.

She holds an RICS- and IHBC-accredited MSc in Historic Building Conservation from Kingston University London, building on a First-Class BA in History from the University of Nottingham. Millie continues to specialise in heritage consultancy, providing planning advice, research-led assessments, and conservation strategies that support clients, design teams, and planning authorities.

With particular expertise in archival research and policy analysis, Millie prepares well-evidenced heritage statements and impact assessments tailored to the constraints and opportunities of each site. Alongside this, she is developing strong technical capability in surveying, reporting, and specification writing, contributing to the delivery of conservation-led design and construction projects.

Millie is currently working towards full membership of the IHBC, Chartered status with the CIOB (MCIOB), and RICS Conservation Accreditation. She is also part of Janus Conservation’s Emerging Leaders Initiative, reflecting her commitment to both technical excellence and professional leadership.

Josh Billingham

Graduate Conservation Surveyor

  • BSc (Hons), MSc Building Surveying (Nottingham Trent University)

Josh is a graduate conservation surveyor with a growing foundation in historic building surveying, heritage consultancy and conservation project work. He joined Janus Conservation after completing his MSc in Building Surveying from Nottingham Trent University and brings both academic strength and practical experience, including hands-on work with traditional materials during his internship with Nottinghamshire County Council.

Before joining Janus, Josh gained practical experience working with a local construction firm, supporting groundwork, masonry and general site operations, giving him valuable insight into construction practice and teamwork. He has also contributed to building-at-risk surveys and practical conservation tasks such as limecrete, repointing and lime plaster repairs, strengthening his understanding of traditional techniques.

At Janus, Josh works across surveys, projects and heritage consultancy, assisting with condition surveys, defect investigations, heritage statements and planning submissions, while supporting conservation repair projects under JCT contracts. He is developing special interests in vernacular buildings, lime mortars and proportionate repair, and is working toward professional accreditation through the Janus professional development pathway.

Claire Lambert​

With a background in practice management and finance, Claire joined the Janus team in early 2022.  She holds a Professional Certificate in Accounting plus a bachelor’s degree in Psychology with a special interest in Organizational Psychology.

Claire works closely with other Janus team members in order to deliver an efficient, friendly and customer-focussed accounts service.
